OFAC has designated the Xinbi Guarantee marketplace as a transnational criminal organisation, naming a crypto wallet and an encrypted messenger as its enablers. Treasury says the platform absorbed Huione’s customer base after FinCEN’s 311 listing — and it was OFAC’s TCO power, not the pending 311 successor clause, that reached it.

Treasury designated the Istanbul investment bank Golden Global and two subsidiaries under E.O. 13902, citing correspondent banking services offered to Iranian financial institutions and a China-to-Türkiye oil-revenue route converted into cash and gold. A wind-down licence runs only to 19 September 2026.

FinCEN has issued a Section 311 proposal that would prohibit US banks from holding correspondent accounts for the five UAE branches of Egypt's Banque Misr, citing about USD 1.8 billion in transactions by 103 potential Iranian shadow-banking front companies. Two OFAC designations — a Bank Melli Dubai manager and a Hong Kong trading firm — were issued the same day.

A Treasury determination effective 24 August brings Iran's digital-asset sector — alongside aviation, gold, shipping and technology — within Executive Order 13902. For an exchange, custodian or OTC desk with an Iran nexus, exposure now turns on whether it operates in the sector, not on whether a counterparty appears on a list.

The Implementation Plan published alongside the strategy commits the Gambling Regulatory Authority to require payouts only to the account used to deposit, and to set a standard for when crypto may count as a customer's source of funds. Both carry a Q2 2027 date — commitments ahead of Ireland's 2028 FATF evaluation, not conditions in force.

The GGL's new guidance states that bets on political, economic or other societal outcomes are incapable of licensing under German law, that taking part from Germany may render a person liable to criminal penalty, and that an operator who effectively blocks German users is not, on that basis alone, running an unlawful offering.

The CFTC settled charges that George Santos manipulated a Kalshi market on his own State-of-the-Union attendance, resting the action on a finding that the event contract is a swap subject to the Commodity Exchange Act. Santos consented without admitting the findings.

Treasury states that Hormuz Safe accepts payment in Bitcoin and other digital assets as part of the regime’s attempts to bypass Western sanctions — a state-established body collecting a transit fee on a crypto rail.
